AMO NF Habitat / NF Habitat HQE

The NF Habitat and NF Habitat HQE certifications are quality labels designed to regulate the construction and renovation of housing in France. They are issued by the independent organization CERQUAL and ensure that buildings meet strict standards for comfort, energy performance, and environmental friendliness.

NF Habitat certification focuses on the quality of new or renovated housing, taking into account several crucial aspects for occupants. It is based on three main pillars:


  1. Quality of life: Ensures optimal comfort of spaces (acoustics, thermal, brightness), the safety of occupants and the ergonomics of the premises.
  2. Respect for the environment: Encourages the rational use of natural resources (energy, water), a reduction in environmental nuisances (pollution, waste) and sustainable construction practices.
  3. Cost control: Aims to minimize operating costs (energy bills, maintenance), while ensuring the durability of equipment and materials.

This certification applies to all types of housing: individual houses, collective housing or even renovation projects.

The NF Habitat HQE (High Environmental Quality) certification goes further by integrating stringent requirements for sustainable development. It encompasses the criteria of the NF Habitat certification while adding more advanced dimensions relating to eco-construction and resource management. It is based on four key commitments:


  1. Eco-construction: Use of sustainable materials, respect for biodiversity and harmonious integration into the urban or rural landscape.
  2. Eco-management: Optimizing energy and water management, reducing waste, and using renewable energy where possible.
  3. Comfort: Improvement of thermal, acoustic and visual comfort, while reducing nuisances for occupants (indoor air quality, accessibility).
  4. Health: Ensures a healthy indoor environment with non-harmful materials and air quality control.

The benefits of NF Habitat and NF Habitat HQE certifications:

In short, NF Habitat certification guarantees overall construction quality, while NF Habitat HQE emphasizes environmental excellence and sustainable development.

There are 3 levels of maturity and therefore 3 certification processes

Maturity Level 1 (M1)


This level allows any Project Owner who does not hold the NF HABITAT / NF HABITAT HQE label to have an operation certified. This certification process then requires a project review (project control by an auditor) to be carried out during the design phase. Any project following this process will be verified during the design phase and then during the implementation phase.

Maturity Level 2 (M2)


The Project Owner has its management system certified by CERQUAL and becomes a holder of the NF HABITAT / NF HABITAT HQE mark. It must therefore apply the certification process to all its construction projects. As part of this certification process, 25% of operations are verified in the design phase and 100% are verified in the construction phase. This process requires a self-assessment (design phase) of all projects on a platform set up by CERQUAL.

Maturity Level 3 (M3)


This is the same certification process as the M2 level, except that only 25% of projects are verified during the implementation phase. This process requires a self-assessment (design phase) and a self-verification (implementation phase) of all projects on a platform set up by CERQUAL.
